Still on the Table: What TPAA Is Fighting for in Current EBA Negotiations

eba april blog tpaa

Now’s the time to act. TPAA is ready to fight for better outcomes for you at the bargaining table. Appoint us today by completing  this quick 2-minute form so we can get involved in your EBA.

Victorian Public Schools

 Victorian Government Schools Agreement 2022

Bargaining continues for the Victorian Government Schools Agreement, with multiple meetings now held and a wide range of claims formally progressed. The TPAA has put forward our position, focused on meaningful wage growth, stronger job security, reduced face-to-face teaching loads, and clearer protections around planning and preparation time.

At this stage, several core claims remain unresolved. The Government has not agreed to the proposed wage increases, and a number of items are either still under review or have been pushed back. Key areas still requiring consideration include: workload provisions, professional practice time, allowances, and broader improvements to working conditions.

There is more work to be done before an agreement is reached. Bargaining is continuing, with member priorities remaining central to the TPAA’s position.

ACT Public Schools

ACT Public Sector Education Directorate (Teaching Staff) Enterprise Agreement

Our Chief Bargaining Representative, Mr Glenn Fowler, has been in ongoing discussions with the Education Directorate and has provided the following update.

“Once upon a time, under the right leadership, AEU strikes delivered results. Those days are long gone. Meanwhile, the TPAA is conducting a sophisticated bargaining strategy, and we are meeting again with the Directorate's bargaining team this week.

A recent win has been to give teachers ten days per year of personal leave without certificate, rather than the current seven. A modest improvement, with the big ticket items to follow. It is our expert bargaining strategy that provides the best chance for the salary increases you deserve.”

Glenn says the Government's offer is proposing salary increases of 3% in year one, 3% in year two, and 3% in year three. With ACT CPI currently sitting at 3.4% over the past 12 months, and forecast to rise further, this offer does not keep pace with the cost of living.

In real terms, it is a pay cut. Accepting it would leave members with less purchasing power in each of the next three years than they have today. TPAA's Position The TPAA will not accept this offer. We are demanding: 3.75% per year for Classroom Teachers at Steps 1–7 6% per year for Classroom Teachers at Step 8 and all School Leaders. The previous salary outcome fell short of what members deserved, and we will not repeat that result. The Government must come to the table with a genuine offer.

Queensland Catholic Schools

Catholic Employers Single Enterprise Collective Agreement – Diocesan Schools of Queensland 2023-2026

Representation secured: bargaining to commence TPAA has now been formally appointed as a bargaining representative for the Queensland Catholic Diocesan Schools agreement.

Our Log of Claims has been submitted, capturing key member priorities including wage increases, cost-of-living protections, workload reduction, and improved leave and working conditions.

Central to this claim is an upfront wage adjustment to address the growing gap between salaries and CPI, followed by ongoing increases tied to cost-of-living movements. We are also pushing for stronger protections around hours of duty and non-contact time. Formal bargaining meetings have not yet begun, but are expected shortly.

Victoria Catholic Schools

Catholic Education Multi-Enterprise Agreement 2026 (VIC)

Progressing, but no claims agreed yet. Bargaining has commenced for the Catholic Education Multi-Enterprise Agreement, with six meetings held so far between the parties. At this stage, no claims have been agreed.

TPAA has proposed our log of claims aimed at lifting wages, protecting conditions, and addressing ongoing workload pressures. This includes an 18% wage increase over the life of the agreement, stronger safeguards for planning and preparation time, and improved entitlements such as time-in-lieu and wellbeing provisions.

Despite ongoing discussions, there remains a clear gap between what members are asking for and the current position of the employer. Further negotiations are required to close that gap and move towards an agreement that properly reflects the demands of the profession.

YOUR VOICE MATTERS

Enterprise bargaining is where real change happens for teachers. Better pay, safer workloads, and stronger protections don’t appear on their own. They come from teachers standing together and making their voices heard.

This is where your voice can shape the outcome.
By completing our quick two-minute appointment form, you give the TPAA the ability to advocate for the changes that matter most to you and your colleagues.
