(Catholic Employers Single Enterprise Collective Agreement – Diocesan Schools of Queensland 2026)
It’s official. The TPAA will be bargaining in the Queensland Catholic Schools agreement for the first time, covering the majority of teachers in the Catholic Education system across the state.
The agreement is due to expire at the end of the financial year (30 June 2026), but bargaining is kicking off. The TPAA is creating our Log of Claims to drive change, and we need members to tell us what change they need to see. The public schools agreement (EB11) for teachers has gone to QIRC (Queensland Industrial Relations Commission) for arbitration. Since the government and the QTU haven’t been able to reach an agreement, a designated third-party has been brought in.
We’re saddened to share there’s no guarantee a hearing date will even be set for this year. Please refer to last month’s email update for the details on what we’re doing to change this outdated and ineffective system.

While there hasn’t been a major development to report as of yet, your EBA hasn’t stalled or been forgotten. We understand the process can be frustrating, and we want to assure you that TPAA is actively progressing negotiations as quickly as possible.
(ACT Public Sector Education Directorate (Teaching Staff) Enterprise Agreement)
Our Chief Bargaining representative in Canberra, Mr Glenn Fowler, has been in constant communication with the Education Directorate and shares:
The Government has offered us a salary increase of 3% for the first year, 2.5% for the second, and 2% for the third. Given that the cost of your everyday purchases (CPI) has increased in the ACT by 3.4% over the past 12 months, and is predicted by experts to increase further, the proposed salary increase actually represents a wage cut in real terms. If we accept anything like this offer, you will likely have less spending power for each of the next three years than you have today.
The TPAA has no intention of accepting a paltry offer. We are demanding salary increases of 3.75% for each year for classroom teacher steps 1-7, and 6% for classroom teacher step 8 and all school leaders. The last salary outcome was divisive and simply not good enough, and the government will need to make a real offer now.
Enterprise bargaining is where real change happens for teachers. Better pay, safer workloads, and stronger protections don’t appear on their own. They come from teachers standing together and making their voices heard.
